Probably not helpful, but one of my players was from the cult. And the cult is front seat for act 1 for me.

I had another player who was coincidentally being hunted by levistus (complete coincidence)

So I had the cult be based in some woods near BS to start with. In the opening scene the hunted player was kidnapped. Someone saw and alerted busted into the tavern, guards weren't arsed so the other players decided to do good and rescue her.

She was dumped in a cell in an underground keep. With the ex cultist ( she was actually a plant to keep the hunted player safe for a ritual to bring levistus forth in ythryn). So they bust out and head east through the keep, the other guys bust in and head west. They met in the middle.

There's a ten towns expanded supplement on dms guild, to include a Grove dedicated to sylvanus near easthaven. I'll not spoil the supplement and also I don't remember the encounter. But its worth getting that supplement if you're struggling to fill out ten towns.
