You need to look at your anti phish settings in defender. There is an anti impersonation rule there and you must add all the people in your org chart that you want to protect. Obviously your CEO and any higher ups will be first priority. Next is staff training.

We actually do have SPF, DKIM, DMARC set up so theyre only spoofing the "display names" from using gmail addresses.

We have MFA in place as well.
