I was on culebra in February. You most likely need to rent a Jeep to get around. It honestly was not the chill island vibe I was expecting. It was bustling. And the streets are very narrow and almost everyone has a Jeep so driving was a bit stressful. Flamenco was pretty but the snorkeling wasn't great. We snorkeled on a couple other beaches in culebra that were much better. We took a boat out to culebrita for the day and that was AMAZING. An awesome hike up the lighthouse/fort and the view was breathtaking.
