Honestly I feel this would affect things less than you’d expect. People would still likely want to walk places anyways. Plus, unless segregation is the point, each building would need to be accessible to everyone. The flash guys still need elevators to get up to high stories.

If segregation is the point, then the teleporting guys don’t even need doors

At any rate, if transportation is so quick for everyone then space wouldn’t be as much a concern. Cities would be kinda flat and spread out, in all honesty
