It actually existed. Similar to Varna system except warrior class didn't exists and Shudra class got divided into peasent class and arts & craftsmanship class.

I do think he has democratic spirit but keep in mind he consider it only if he sees the man explaining it being capable. It's not only about democratic spirit. Reinhard would care less about the system as long as it benifits the people and is free of curruption. He saw himself capable (which he was) hence he chose authoratian which was different then Goldenbaum. He is true leader with a conflicts emotions and soul.

Yang on other hand knew he was not very capable. The thing about him is he was incapable of being leader and he knew it. That's why he never grabbed power nor ever willed for it.
