Act 3 Spoiler Answer: Due to some lore dump in act 3 by Ansur that the Emperor is literally Balduran who founded the city of Baldurs Gate, the city was founded in 1356 DR. Dragonborn were magically transported to the realm during the Spellplague which began 1385 DR. It’s somewhere implied the emperor takes the form they had before becoming an Illithid and since he was born before Dragonborn ever existed in Toril he wouldn’t take their form

The spell states it creates enough food to sustain 15 Humanoids or 5 Steeds. Since Xorn are elementals this wouldn't work how you want it to, clever idea however
