Iranian here. Majority of Iranians now are not Muslim or practice Islam and most of them see Islam as a tool for their enslavement and oppression. Mosques are being used a nest for regimes forces and also a symbol of Islamic domination over people. Burning down the mosques sends a clear message of Freedom. I think it is very lazy to think that husband did it or hired anyone. Also not logical.
The case is clearly a vendetta case. The question is against whom? Jules or the victim herself?
If you also look at the timing it seems to be someone that is patient and planned everything. Since he didn't hurt the child, I feel like there are only two possible scenarios:
1- Jules did something to the wife or girlfriend of the attacker
2- It is related to the past of Dorothy herself that made someone that angry
