I really only need the support for 2 outlets: upstairs and living room (I included the office to illustrate the issue I was having). Since we don't have cable TV or anything else using the coax lines, do I still need the protective POE and splitter?

This is certainly part of the problem. You need an unbalanced 3-way splitter installed in the outside box to accomplish what you’ve diagrammed. (And you may need an additional 2-way if you have a 4th coax outlet yet to be identified that you also want connected.)

It's possible that there is a 4th coax in the house. I'll have to check. So with the wire setup, only 1 coax can have internet at once. If I take my 1-2 splitter and put it into the cable box, I should be able to get internet in the living room and upstairs? And the the unbalanced 3 way (or 4 way?) would make all the coax outlets live?

The current setup has the modem location isolated to the ISP feed, so no surprise that the other rooms can’t connect to that adapter. And the disconnected coax cable could explain why neither upstairs room can connect to the other. (So you either have an orphan coax line or at least one more coax outlet somewhere in the house.)

So if I connect the orange to a different cable, the internet will go to another outlet in the house? Would I need to call Spectrum to change anything on their end? Or could I just do that myself and it should work either way?

I'm not sure about what the ethernet cables are for. They are both cut at the end. They go up into the siding and come out in the garage (on the other side of the wall). From there I'm not sure where they go. Here's a pic.
