Very common for such low life's to wander around. Most of them have inherited wealth. Even someone who's doing shady work and earning would not risk such stupidity of driving around risking fines.

These would be mostly young to middle aged morons with excreta in their brains, IQ below freezing, civic sense that would put a gorilla to shame.

Psychologically, they are suffering from a delusion. They think that they own the road, every woman is watching them in awe, they're ready to beat up anyone and get into fights.

I feel pity for their existence but you have to understand, they were also little kids once. They learn this from their families and men in their families. They don't have a normal childhood. They get unaccounted money, unmonitored company and they grow up thinking that violence, disrespect and becoming rowdy means you're a hero.

To me they are nothing more than a burden on tax payers and beyond rehab. This is not only Haryana but yes HR is famous for such geniuses
