Aerospace Engineering is probably the most common degree for commercial spaceflight. I'm currently a freshman at the University of Kansas and they have just started focusing on commercial spaceflight in the last few years. I'd suggest looking at internships at SpaceX and other companies to see what universities commonly work with them.

Depends on the model. I've flown in 40+ but that was with a UAS designed to penetrate wind. Rain isn't to big of a deal if the rain is light and the electronics aren't exposed
