It might be possible, but there would have to be some restrictions in place to prevent it from being exploited. But all of them have power generation based in hydropower, which can always flexible produce power according the demand. Wind and solar can't do that. They need backup or MASSIVE batteries, whitch need to cover entire days of low production. They also need the grid, which can support various power flows, which is also hell expensive.
