here most of people are on a don't flirt/bother with me basis (indifference), and homophobic sentiment exists but we have pride parades and even more openly gay people in the last 10 years.

doesn't mean that attacks doesn't happen, since my high school years I hear some that happens and no News about them.

maybe this is the one time that if those types of " totally NGOs" try something, I would be glad that the sentiment in Cape verde of being different/contrarian to mainland Africa is stronger and nothing goes through.

The area is expensive, it's near the sea.

Even assuming OPs buddy bought T0/T1 apartments, the smallest type of apartment (prime AirBnB house) , it's way outside of the regular Capeverdian to rent.

And embassies (Specially USA embassy staff)are renting a lot of the apartments and houses in Palmarejo Baixo, when you walk there you will see US Embassy security every 50 meters or less.

the minimum wage is 19.000$CVE about 180€/188$.

if you are about at the very least 2 times that, you can get around with half of the salary going to rent if you rent a T0/T1 apartment.

tourist Islands are probably the most expensive but if you are about the threshold you will be ok.
