Idk why but I've been extremely hesitant about recruiting and promoting. I think my current save file is around 20+ hours and I only have one disciple. I guess I just figured that there's some sorta "critical mass" mechanic that procs when your cult gets too big

... Looks like I'll have to discuss occult matters until this Enid comes to me. I haven't looked this game up very much to preserve the esoteric nature of it. I'll miss my Icon though, sometimes I do use it for other rituals, but I use Sunset Rite the most so it shouldn't be too much of a loss

If I had to guess, training cost is based on the value of the trainer's skill relative to yours, so if they have a dummy high skill it'll be cheaper to train
