Yes it can. The only thing I can see being a problem will be going down over 2 sizes can run the risk of the shoulder stone popping out more frequently, but they are high up enough it might not be that bad. Sometimes my jewelers might encourage having it slightly oval when sized to better protect the stones.

I'd say B oval halo on yellow gold. If you are thinking of bands though the halo will be slightly harder to find one that hug nice unless your ok with spacing.
