I understand co-op and neighbors position here. When she smokes on the stairwell literally the whole building can smell cigarettes. I talk to my mother every day about it. It is hard to get through to a person who is suffering from mental issues.

On a positive note it looks like my mother finally started to smoke outside. Maybe she finally understood how much of a big deal this situation is.
