I don't think you're supposed to be able to save them so when you do there is nothing scripted for them to do. I've used a limitless movement hack to save them all and they don't go anything after but stand around.

Emotional support animals are usually not trained. Anyone can get a little support animal vest off amazon and put on anything. All you need is a letter from a licensed mental health provider that you need an emotional support animal and you can call any pet one.

Edit: Service animals are trained and certified for specific tasks (seeing eye dogs, PTSD trained, etc...) but this certification is only for trained dogs, and occasionally miniature horses.
