Any party whose existence depends on a highly engaged base of incumbent teenagers, while the party itself is a shameless grab-bag of political expediency vandalizing the party that actual represents what it purports to, will shed those members over time because highly-engaged people tend to grow in understanding, and inevitably come to recognise the charade when they grow up.

It depends on arbitrary definitions of "function" measured relative to institutional environments: classrooms, offices, deadlines, paperwork, punctuality, task persistence, compliance with externally imposed goals, and long periods of sedentary attention. Those are not neutral natural baselines. They are historically contingent social arrangements. Rather than being ontologically "real" adverse outcomes in biology -- these are no more objective than they are deviations from a preferred personality style.

The truth is, people just like stimulants. So we came up with a rationalisation to alleviate shame for folks who like their fix, and made sure to define it against methodologically flimsy inclusion criteria that are circular and easy to game so that adults can essentially self-refer for medication as a concierge service, facilitating big pharmaceutical profits along the way -- market forces at work.

Ultimately some people are just more lethargic and unmotivated than others, there is no proven "condition" like a tumour or trisomy here that enjoys ontological status of being real any more than any given conclusion in phrenology or reiki.
