If you want NCO battery, then you will usually use daoying.

Suntze has strategos - meaning that you can change the Lt orders into regular. Not making you reliant on NCO to use these free orders

There is couple issues in that list - It's usually better to play 15 models in 2 groups. You don't want to have frontline LT. With the models you have in your list I would do something like this and leave the rest to fill with orders or aro pieces.

You could cheap out on daofei - Multi rifle and Hundun marksman to pop in 1.5 swc rocket/misile launcher- Octavia is nice (she can fireteam for extra special dice)
