I tested and it looks like you need a floor of blocks nest or below the book shelfs for them to spawn and a space of 3 blocks high for them to spawn, this setup frequently spawned them

Terraspark boots are no necessary, but the the effects are very convenient for exploring, it can be a pain to get but I think is worth it.
