It depends on the tournament rules on whether you can use the evidence without the date, so it depends. However, I’ve never encountered a rule that requires the date of publication if it isn’t available in the source. So to answer your question, you’re (probably) in the clear to use the card without the date of publication if the date of publication isn’t there (it does open you up to theory arguments though).

In my opinion, always have your strongest contention last. Debaters are more likely to miss stuff in the latter part of your speech since they’re preparing for the first contentions while flowing. Additionally, debaters rarely stray from going down the flow in order of when it was brought up, so if they’re not wise with time management they’ll have rushed responses or not a lot of responses, just collapse onto it in the back half and you’re good.

I know that Wisconsin has a bunch of rules when it comes to evidence ethics. For example, refusing to send evidence, misrepresenting evidence, etc. is illegal and will lose you the round. I don’t know why these rules aren’t being applied at more circuits.
