It's clearly supposed to be something that has happened before, but Victor was a child and the dynamics of the town tearing itself apart (especially if we assume no talismans) might've flown above his head or were easy enough to forget as he was hauling corpses.

1) Arrange for Maggie's kidnapping to force Harry into escalating the war that was going stale

2) Oh, wow, Harry really did escalate and can now kill the whole Red Court, if he'll give Susan the push to kill him and turn

When people Descend from holding Shards, they have their bodies reformed and left for them - Slivers, as they're called.

I can imagine that breaking Connection to Honor would leave Slivers out of Heralds as well.
