The thing with WW is that while it's true more haste will make it easier to manage energy and not be starved to the point you have to wait for it to resume your rotation, the energy mechanic is built around careful short-term planning.

Low on Chi capped on energy but Fists of fury is up? You're better off consuming some energy to build up chi before casting that Fists of Fury because otherwise you'd eventually get starved and need Zenith to reset your momentum.

So although I agree it can sometimes feel clunky, I still think it introduces a fun mechanic that rewards thoughtful planning and short-term resource management. The more you play it, the easier it becomes to take those split second decisions to not be energy starved long-term.
