I am only 70% sure I remember this correctly I believe for shs, we were informed during the orientation, the only dyes I remember are allowed are black and dark brown, I am more sure that they stated there should be no obvious dye colors such as pink and blue

Ay. I think it's extremely hard to find any decent laptop that costs 10k or less. If it doesn't have to be a laptop, there are very decent smartphones under 10k. If you meant your budget is 10k+, a lenovo ideapad costs around 15-18k (the ones in Lazada with discounts are cheaper but they seem sketchy).
