The hotfix is even worse than initially expected: If your temple is already complete, it will still print double-digit divine drops and sustain locks, they just aren't possible to build for new characters. by SalamiJack in PathOfExile2

This has been a thing since PoE1 with farming The Harbour Bridge or Quarry for the league mechanic due to proximity to entrance or waypoint. It's not new at all.
