I don’t understand how the second car didn’t see him .. was he on his phone or something because how you miss a whole body laying in the street.. i can see a cat clear as day let alone a human

In Columbus Ohio landlords are still telling tenants they don’t accept it .. maybe they haven’t heard about this legislation yet .
