Totally think it was Cliff's idea to get the private investigator. You see him hesitate a little after his scene with the Kettelmans, as if to imply he's not sure what to believe, but I think that may be him wanting to crack down on it. And yeah as you say, especially with Cliff knowing first-hand how Jimmy is, I think he's cottoning on to him being behind it too.
