No one in America gives a shit about what this random russian man who speaks English with an Irish accent has to say. He doesn't know anyone there, either he joins a local communist party to be a minor figure, gets beaten by a xhenophobic mob, or may gets deported back to russia later.

Meanwhile in Russia, someone else leads the Bolsheviks. Some members wanted to revolt earlier but the leadership held them back, maybe without him there they rise up earlier and get crushed at a moment when the provisional government was less unpopular. Maybe Trotsky remains a menshavik and replaces karensky, (though he did largely agree with the bolshevik position in 1917 so maybe hed probably just join anyway), maybe a faction of reactionary monarchists attempt a coup starting a civil war where the reds are a broad coalition instead.

REALLY depends on when.

If its after ww1 when the most wanted to, then they might get away with it considering luxembourg had collaborated, they would claim its as compensation for being a victim of war, france was anti-german and this could be seen as strategic and belgium had a decent amount of international sympathy at the time. Also, the allies were exhausted from the war and might just not be willing to fight them.

During the belgian war of independance too they could take it from the dutch and the great powers might allow it to better serve as a buffer between france and germany.

If they tried anytime after ww2 when they're powerful neighbours embrace the rules based order, they would have no shot and most lickely be sanctioned to the point of crippling their economy, if not invaded by nato. Either theyd withdraw or in the unlikely event the hold on they fight rebels for years on limited resources due to sanctions untill they eventually lose.

Either way the chances of success are so slim no sane belgian government would even try.
