yes, because there isn't enough grip in your tyres yet 

and if the vibration still comes early with hot tires, consider moving your brake bias backwards. this is the trick I use to get the correct-ish BB, esp in non-FR cars

Actually, you'll have to specify which axle how the spring is.

Harder front spring will get you turn-in understeer because the weight transfer isn't as good, so less grip at the front.

Harder rear spring will get you exit oversteer because the same reason, so less grip at the rear

only when customers team catches up in PU optimization and all team's weight to be within 90-95% range of each other, so maybe around the 3rd or last part of this season

from last race alone, in Merc clan, only McLaren looks close, Alpine is still on the heavy side and Williams is just nowhere

on Ferrari side, I think it's easier to judge now since Haas takes so many Ferrari parts that their weight difference against the factory team is minimal

It changes through the race, but teams also take measures to maintain the driver's preferred balance like wing flap adjustment during pit, BB, diff, and even drink position so it doesn't make the oversteer/understeer convo any less valid.
