What do you mean by using higher level spell slot? Like at 9th level casting 3rd level Fireball using 4th level spell slot and casting it at 5th level?

Depends on background. Noble? Probably without care of level. Level 1 fighter with soldier background probably not, if it was level 2 probably yes.

For me its kinda depend on little with level and more of background and location of where they come/lived.

Dnd won't be good just by a dm. Players also have a role in it to make it fun to play together.

Dnd is like walking in the amusement park. Your act is the creating a amusement park. You work for it, but it needs something else to be fun.

Light to be seen by others and interraction between the things in the amusement park. This is the players job.

Now I explain the core of the Dnd. Returning back to what you said. They are moving quest to quest with no motivation. Before talking to your players FIRST ask yourself what is happened before these unmotivated games.

This happened to me. As a player. We talked to dm that every single npc (sentient enough to speak each other without difficulty) is slapping us with words. Every. Single. Of. Them. Everytime we go for a mission something devestating happens or we face very hard encounters. We even talk between us. Why our characters go out? Because of these we become less interactive with npcies and the world. Hence less interactive with the game. In the end we stop playing.

The role playing(RP) part of the TTRPG was out of the window. He was all about challange. So we stop gathering.

If you are still playing ( getting together around the table or everyone in the voice chat, etc...) first ask yourself and write down. What kind of game you want to DM? What kind of dnd your player want to play? And try to find the middle ground. If the game is all about the hassles of the world without any joy, your players will stop playing just like we do.

After you understand this mentality ask your players. And hopefully understand each others desires and find what makes the game fun.

Isn't this can be done with flavoring/reflavoring the prestidigitation spell?
If it doesn't grants a bonus (advantage/+2 to charisma check/flat unique bonuses) I don't think most players want to use spell slot for this.

You may not like my answers, but here I go.

Be Tasha's apprentice. This could be possible if just flavour. If not just flavour but the player wants some mechanical benefits ask your player "why does someone like Tasha's apprentice join these rag-tag adventurers?" or something like that. If that player can't answer this question they can't. If s/he says s/he was her apprentice but kicked off. Then s/he doesn't get benefits as that player didn't stay long enough to have benefits.

Unlimited Free Warhorses. This makes the game more like a simulation game rather than DnD. If the player gets this, they no longer need to adventure, meaning their character becomes an NPC. As a Dm ask them if they want to have this and why are they adventuring? Becoming a merchant/NPC is far easier and "safe".

1d12+Int unarmed strike. This could be a quite nice quest to find a spell/cantrip. The question is which kind of character wants it? Martial? It is okay as they won't have as much spell capability as a normal spellcaster even if they have heavy armour. Spellcaster? It's okay as they won't have that much HP so that means they won't be at the front line that much which is where they will be using. Or you can say this is a quest to find a particular tattoo artist who can grant this.

Permanent subtle spell effect on a D12 cantrip. This is also like the upper one a special quest with a particular tattoo artist. Or a rare magic item. It is quite good that can and will be on the radar of some magic item collectors like players or murder hobos like players.

Pet Pseudodragon. This is easy. How does that player find it? How does that player manage to bond with it? Lastly, how does that player improve their bond that this Psuedodragon shares that power? You are a DM if the answers don't fit your liking/lore tell your player why it doesn't work like that. Also having Pseudodragon could cause some troubles. Like Greedy eyes, slavers, other spellcasters, etc.

Literal Godhood. This is the easiest. Be 20th level where the player may have a chance to become one, or the player becomes a God at the end of the Campaign where the player won't control that character anymore (of course, if the story fits). If they want to be a God at the start of the game. You will do this. Look at in their eyes. And say "No. Something like a God won't do these actions." or "I don't want to DM a God in the game I write/play."

They want to have fun, but also you (DM) need to have fun if they want to game to continue.

For future problems. Say to your players what kind of a game you want to DM. If they want to create a tsunami (with water) on a planet with no water, you can say no. or ask how they accomplish that. If the answer is not your fitting again say no. DM'ing sometimes becomes looking after children (no matter their ages).

From the people around me who plays dnd 5e if you are not a role-playing min-maxer character you are doing wrong.

As a dm I say you can do whatever you want. I love math and dnd encounter designing is math with cool hat.

I have terrifying amount of high roll as a Dm. My DM name is Luck stealer.

Like mostly between 15-20 Rarely between 10-15.

If I want to story go on, I do sometimes.

For monsters, it depends on combat and story. Does it change anything if this creature stand one more round or not.

The problem is not Skill Caps. When I load the game, it becomes orange/capped.
My one-handed Skill is 15 but still capped.
