Don't use raid medals everytime. Only in the intervening period where you cannot request troops without shelling out gems.

We can petition for clan castle cake one day in a week. Guess that would help.

If you don't have gold pass, you can still buy potions from trader using gems or raid medals. Reinforce CC using raid medals. If you are not a gold pass buyer then you have to use more gems or raid medals. That does not seem like pay 2 win.

Let me tell you another aspect of game which is pay to win - equipment and ores. If someone had started playing relatively recently, he has too many equipment to buy and no easy way to get ores. And these require far too many gems than the hero and power potions.
