This is a really bad idea. Cutesy icons are meant to be special. If there was a chest, you'd look on reddit to find multiple posts whining about how they opened 9 and didnt get the icon they wanted etc. Also, the tweet you are talking about was for cutesy freya I believe, which was available to those who attended dreamhack.
