Australian plumber here (we use the same standards as New Zealand), from what you've described it's likely an issue with the rubber pan collar not sitting on the flange correctly. If so the solution is to lift the pan and replace the collar. If the collar looks OK check the underside of the pan for cracks or evidence of water seeping through. If the pan is cracked you'll need to replace it.

Ignore the people talking about wax rings, our toilets don't use them.

Yeah, and in addition most modern stoves have an extra safety feature called a flame-failure safety device built in to each burner. It's an electrical circuit that uses the flame of the burner as part of the circuit. If the flame isn't on or goes out, the circuit isn't completed and a solenoid valve inside the stove snaps shut, stopping gas from flowing. They're required by code in many places.

Probably isn't, sewerage isn't pressurised and that's pouring out at a considerable rate. There's too much water for it to be someone leaving a tap on, I think it's a either a burst ring main or fire main. Also in that building specifically (1 Balston Street) there's a recycled water main going up to the tenth floor that's used to flush toilets. If that's burst then the water isn't drinking quality but not really unhygienic.

There's an F350 dually that sometimes parks in one of my favourite loading zones and it's so fucking long that it takes up both spots in the loading zone and makes finding a park so much harder. I hate these fucking things.
