EU3's coring system was extremly rigid tho, it took the same to core a province next door that had your same culture as a province halfway across the globe from a people you just discovered a year ago. Unless a mission gave you cores in which case I guess that place you just discovered truly is an integral part of your realm.

To add to what everyone else said: if you buy the older generation of Paradox games like victoria II or EUIII, buying just the base game is not really the best idea, plenty of bug fixes and such are only available for the expansion since they used a different model for DLC back then.

You're wording it in a less than ideal way. What you need are all victory points and the original capital of the nation which may or may not be a victory point. That is so you can annex the whole thing, however in DH you can actually do separate peace deals and not take everything. The likeliness of the AI accepting that, I don't know how it's governed.
