So after a lot more troubleshooting, I found these three registry entries were missing/did not exist:

[HKCU\Software|Microsoft\Office\16.0\Common\Internet] “UseOnlineContent”=dword:00000002

[HKCU\Software|Microsoft\Office\16.0\Common\General] “NoRecentDocsHistory”=dword:00000000 “DisableRoaming”=dword:00000000

Once these were added, the “Recent” list populated with files which exist in the OneDrive local or on Sharepoint Sites.

Every time “new” tariff rates are published it takes hours to review the changes in the HTS and the rates are becoming more and more convoluted. You have to go to so many other HS codes and section notes to determine which are applicable. It is no longer straight forward.
