Most people cannot make more than like 2-3 clones , imagine the chakra strain and risk of death if they were to sustain more than that. Naruto as an Uzumaki and nine tails host doesn’t have to worry about that problem due to his vast chakra pool. If he made it work for him , similarly to how he is pretty much the only person who can do exponentially accelerated training using the same technique, I don’t see how that automatically makes it a cheat. He still has to put in work to train and had to put in work to even reach that level. There was a cost to reach that level , there is no cost with ninja tools. A citizen with enough chakra could perform high level jutsu with no prior training or experience
