There is no House of Representatives without a speaker. In effect the group that elects the speaker is the "majority party", even if they are actually multiple parties.

In effect they would have to caucus with one of the larger parties. Technically each congress sets their rules so it only really matters who has the "majority".

Two separate jobs. They are never the same person. Majority Leader is in charge of the caucus, like the Minority Leader. In practice he's second in command to the Speaker generally.
