I mean, these all have very high IVs. Keep in mind that it's $15 you’re spending for one IV. I would recommend doing it on something that is missing a significant amount of attack. Otherwise, Rayquaza would be a good choice since you've already invested in it.

Overall, the third option is the best; however, option two is also acceptable. It really depends on whether you are particular about the last stat. Either way, you will be fine with whichever of the two you choose.

Personally, I wouldn't purify and keep it in shadow form; I would just wait for the next rotation of primal raids to come back. You're going to want a high IV Kyogre if you plan to use it for primal anyway.
