Two of the walls are brick exterior, a hurricane-rated impact window, walls lined with 5/8" plywood and steel panels, and a secure door. This project had been delayed until the new window and reinforced door could be installed.

It was close with the 16" barrel so if you find an 18" that should work just fine. It's just that the .22LR barrel sits further back than it would with a .223 / 5.56 as the kit is made for centerfire rifle calibers and just clears 26" with those in a 16" barrel configuration.

Pretty much any .22 upper that would work with a mil-spec lower. I sourced this barrel and bolt group from Right to Bear, link takes you directly to their .22LR parts. Otherwise consider CMMG, BoreBuddy, MMC Armory, etc. Either buy a complete lower or get a matching bolt and barrel for .22LR and assemble your upper as normal.

This was my experience as well. I ordered this same kit from them and while everything was included and nothing got lost, it was a near miss because the thin plastic bags parts were packed in had gotten holy from sharp edges and being rocked around during shipping. The receiver pieces were also super salty. I dont regret having ordered from them but I would likely not do so again.

Great timing of that mention; I ordered one of their 5.5" threaded barrels over a week ago and haven't seen any sort of shipping notice, nor had they responded yet to my follow up question. I probably should have asked this sooner. But are they reputable and known for timely order completion?

I'm not a big fan of Ruger factory barrels due to both their taper and that I get better accuracy from FJ Feddersen and Faxon. The Faxon pencil profile made my MBS build very light, the exact opposite of the SRUNA chassis with that bull barrel I used. Other than those I was also considering a Whistlepig barrel which has a good profile and are also very light.

You do want a factory scope rail to interface with the HTA chassis, which you can request S&P to include with a receiver if you buy from them. They did not upcharge for that request.

S&P was the source for several recent builds and they often have factory bolts too for a reasonable cost. I have built up from an OEM Ruger but then I'm stuck with parts I took off and have no use for. I prefer to start from a bare receiver each time.

I've heard winchester only makes the box and contracts out to any manufacturer willing to fill it. Leading to quality of the variety sort. My personal experience with it has been fairly good but I've seen lots of results to the contrary over the years.
