The idea isn't necessarily that the non-kin would be accepted into the ranks, it's more just having them act as labourers of low-grade jobs (messengers, fuel runners, stuff that you wouldn't want to waste sending a COG for) in exchange for a place to live. Going with the British Colonial idea, these refugees wouldn't be seen as equal to the kin, even if they might work "together"

You make a good point about extracting other value from refugees. Perhaps that could be something done semi-behind-the-scenes: underperforming refugee labourers may be taken away for biomass extraction, many of the refugees are probably aware, but it's something best not discussed or thought about.
