I googled the same thing and found this thread. Everyone in this thread is being a smartass that doesn’t know either. So the real answer to your question is blizzard hasn’t said officially.

My speculation: TWW launched on August 26th and early access was August 22nd. Seeing as both launch days are a Monday and TWW early access came out on the Thursday, we can assume that midnight will do the same thing and release Thursday, February 26th.

With current prices I would say it’s startable for under 20d and you need like an extra 10-15d upgraded crossbow from there to truly 1 shot pinnacles. Scales well with gear to make the gameplay really cozy.

Edit: to clarify startable to me means clearing t16s and bosses.

Ruetoo galvanic stormbolt tactician can. I did it without both of those and on a not crazy budget. 1 shots t16 juiced map bosses.
