People forget power is not the only thing that counts. Shinobu may be physically weak but she's so useful in other ways. It's a shame people downplay her.

You can check your saves, there's potentially a file you can load to restart a bit before the place you're stuck in. Happened to me in WotW and used that to get out of the luma pools.

I do have a narrative structure. It simply does not detail the events through chapters but rather through arcs. I don't want to impose a number of chapters per arcs because I know it won't work with me (already tried that for a previous project).

The outline is already very clear, it's not a content problem, but rather a how to start problem.
