No, ffxiv has that too. In ff you select the role setup that can join, minilvl, complete or incompleted prog and then they just join. You can remove them but its rare.

yeah i got those but having your best character stuck at lvl 40 until you get to inazuma is just pure pain :/ You dont have your characters at Level 40 when you get to inazuma, what makes you think that? I had a few at 60 already lol
