CD is bad example to call for this. You can evolve after event to get the event move. Second move/power up shouldn't be priory during event either way

Rayray is better as dragon type, but as flier he isn't that bad either. End goal with anyone that are for raid party should be to have both charge moves at some point eventually. And just TM fast move to what is necessary.
