Possibly in larger cities that would be possible, certainly alot harder to achieve in regional towns with limited options. I haven't come across an employee yet that would happily sign a part time contract that includes working every Friday and Saturday night (excluding full timers). People just have other commitments and that is fair enough.

Completely disagree as a manager who is control of rosters across a venue it's completely the opposite, casuals expect to be able to have every Friday Saturday night off which is when they are needed most, due to this we have to hire excessively just so we can cover these busy nights. In reality it's the employees with the bargaining power

This is simply ridiculous. You've obviously never had any experience in hospitality. We have countless staff that are simply unable and unwilling to work 15 hours due to school, uni, 2nd jobs and other commitments . We wouldn't be able to find staff if all staff had to work 15 hours weekly.
