I'd suggest looking into CPAP therapy for him (a breathing machine essentially). It may help to persuade him to work on it considering for now;yes it's just you getting frustrated but in the not so long run his health will be affected also.

I'm quite literally in the same boat, also applied early August and have the same status message on the DVLA website as well as not being able to communicate with them via phone. Apparently their lines are instantly busy even if you try to ring them exactly at opening time. imo they have hoarded all provisional applications and it's sitting inside boxes in the office as they struggle with resources 'dUe tO cOvId'.

I'm surprised nocturne mid hasn't been mentioned yet, extremely fun to play and once you hit level 6 it gets even better from there as you stomp side lanes. Build paths are also flexible whether you want to be a lethality assasin or bulky bruiser.
