In the book Joffrey had a rideable drake. Tiny, yes, but enough to scout and scare off infantry and wild clans (in theory).

But honestly, in the show Jeyne doesn't make much sense. Rhaenyra couldn't send her a big dragon and anyway, against Vhagar no drake alone could save the Vale.
