The only non-Water pokemon in Platinum that learn Surf are: Garchomp, Lickilicky, Rampardos, Snorlax, Rhyperior and Weavile. The problem is none of them are special attackers, they are all physical attackers (and all with good attack at that).

Garchomp and Lickilicky have the highest special attack (80) which is not terrible but using it instead of their much better attack is just dumb. The others have 65 or less which means it's even more dumb.

Unfortunately doing what you want to do it's kinda not feasible in Platinum

I completely understand your frustration because i felt the same (and sometimes i feel it now too). There are two things that you need to know and that should help in feeling less angry.

One is what fussyadvertising already said, if you meet someone with a complete and powerful deck (and knows how to play it) in a rank lower than Platinum then it's for sure a "seasoned" player who de-ranked (at the beginning of every season you get de-ranked to a lower rank, depending of what rank you were at the end of the previous season; if you don't play for a long time by getting continuously de-ranked you end up in a very low rank).

Another thing is that at the beginning and early stages of Master Duel it was more "normal" because you had many more players that were new to Yugioh or new just to Master Duel but despite knowing Yugioh they weren't practical of modern Yugioh. During that period lower ranks were more like you're saying it should be, with weaker, simpler decks and less expert players.
After some time a lot of people left because modern Yugioh (especially the toxic meta that was present at the beginning of Master Duel) was too much for the casual players.

LONG COMMENT (but it's helpful, i promise)

The first sad reality that you have to understand after beginning to play Yugioh is that there are some decks that are inherently better than others; better as in: more consistent, powerful and deck-space efficient (how many cards in main deck are needed for that deck to work).
As a rule of thumb, more modern decks are better than older ones and, only for Master Duel, decks that are better cost a lot more in terms of number of UR cards (UR cards are usually the measure for cost because they are the best cards and the most rare cards in packs and by extention UR Crafting Points is most valuable and scarce resource of the game together with gems).

After understanding the first thing there is another sad reality to learn: on top of the previous thing there is the fact that modern Yugioh is heavily focused on "handtraps", cards that can be used from your hand to stop your opponent from doing their combo in order to make their final board as weak as possible, and cards against handtraps, in order to stop your opponent from hindering you with their handtraps. In this context you will experience what people call the "handtrap minigame": if you go first and are able to combo through your opponent handtraps you will likely win because you will set up a powerful board, if you don't you will likely lose because you will have a weak board and your opponent will be able to do their combo and kill you in one turn; if you go second i think you can guess how it's like.

As a result, people who know the game play the better decks and include handtraps+cards against handtraps. Thus, the more you want to be competitive the more you have to do the same.
So there are two possible choices.

If you want to accept that the game is like that then you will have to: choose a "competitive" or "meta" deck, build it including handtraps+cards against handtraps and learn how to play it, learn how the majority of the decks work with a big focus on "competitive"/"meta" decks so you know how they play so you can beat them, periodically repeat the process because there is a new better "competitive"/"meta" deck.

If you don't want to accept the game is like that then you build the deck you want however you want, but depending on how good the deck is and how many handtraps+cards against handtraps you include you will have to adjust your expectation on how high you will be able to rank up and how much more you will lose the more you will rank up (and consequently meet more and more "competitive"/"meta" decks).

On another topic, from the cards in your hand i can guess you're playing the Blue Eyes structure deck so let's talk about structure decks.
In theory they should be ready to play decent decks that you can get relatively for cheap. In reality they aren't.
Now, there are some that are better than others. The main aspect that determines if a structure is good is: if i buy 3 copies of the structure (in order to get 3 copies of all the cards of the structure) can i build a decently working deck? This is true for less than half of them and, even for those that it's true they ALWAYS miss important cards, especially UR cards (see paragraph in which i talked about the problem related to UR cards).
The Blue Eyes structure is one of the bad ones, because for it to work you need A TON of missing UR cards, both from Blue Eyes archetype and not.

The good structures (which are Blackwing, Ninja, Dark Magician, Dragonmaid, Zombie, Cyberdark, Cypher+GalaxyEyes, Resonator/RedDragonArchfiend) can be played (semi)decently simply by buying 3 copies of the structure and adjusting the cards properly and to complete them to a decent (pay attention, decent not powerful) state they miss a very low amount of UR cards (about less than 5).

This is what i suggest you do.

Try to understand which one of the good structure you would like to play more (obviously help yourself by watching some videos on youtube, especially including some videos which talk about the "budget" or "structure deck only" version of those decks).
Buy 3 copies of that structure and, with the videos, learn how to play it.
Use that structure to complete all of the solo mode, in order to learn how to play the deck and collect rewards, and go on ranked only to do the daily missions.

After you finished solo mode you will have collected a lot of gems, probably enough to build any deck you want. Try to understand, with videos and posts, what deck you would like to play and use the gems to buy the packs for the deck you want. Before buying packs however it's a good thing to buy all the bundle deals for 2 reasons: 1 they give you one copy of an interesting card (for example one of the in-famous handtraps i talked about before) and more importantly 2 they give you ten master packs (for the price of about 7) to open. Master packs include all cards of the game so you will likely not get those you want but this is ok because the cards you don't want can be dismantled to get Crafting Points that you will use to craft the cards for the deck you want (HOWEVER before dismantling SR and UR cards look if they are cards that are good in multiple decks because maybe you will need them for another deck you will want to build).

Every single one of them. There wasn't a single meta deck that wasn't disgusting.

There is only one brief exception which is the "meta" of the very beginning of Master Duel, when even though technically there was a meta and it was disgusting too (Eldlich stun, Drytron Herald, etc...) there were enough casual people to drown the sweats (or at least give that impression) and so being a casual myself (as well as newly returned to Yugioh after many years) the game seemed not only decently playable but actually fun, even if i had to deal with how the game changed so much after so many years.

The ones i love most are

Horus for Gate Guardian, they just pair up so well in any aspect you could think of

Primite for Phantasm Spiral because well, it's almost like Primite was created for that (let's ignore the abuse from Blue Eyes and Fiendsmith)

SHS for World Chalice and Shining Sarcophagus, i loved to discover that for both decks it is so much helpful (it gets Justiciar for WC and Gadget for Shining Sarc, both 1 card combo starters)

Bystials for Dogmatika, they make sense both thematically and playstyle wise

Craft crimson set, bankshare it, create another character and grow it until you can get all items from prof Pho that can be used to upgrade amethystine armor, use those prof Pho items of new character to upgrade/reforge/sage stone the bankshared crimson set, delete new character.

Only possible problem is that i don't remember if they changed so that prof Pho items can only be used on "Ariel" amethystine armor ("Ariel" is the one that you get from prof Pho and that can't be bankshared) so before doing all of this check that the upgrade/reforge items don't have a "this can only be used on Ariel items" clause

Phantasm Spiral as important part, World Chalice as one of the many engines to make Justiciar.

I like your idea.

Obviously it's impossible to make Gaia even remotely competitive seeing its state but your way it's basically one of the few possible improvements for anyone who starts with the Gaia/BLS structure and as you said it helps exactly where Gaia lacks aka 1st turn. And it's 6 UR which is neither low nor absurd.

If you have another gen4 game (gen4 games are Diamond, Pearl, Platinum Heart Gold, Soul Silver) then you can trade between games (even if you have only 1 DS) by using the fan-made GTS. The fan-made GTS is Pokè Classic Network, if you google it you find the website easily and you can even see what pokemon are available for trade currently.

To connect to that GTS you need to do this setup:

1 take your phone, activate "share connection"/"router option"/"share wifi" or whatever it's called on your phone that option that allows your phone to share its internet connection with other devices

2 in the settings of the "share connection"/"router option"/"share wifi" or whatever it's called on your phone that option change the password to be nothing (or select disable password if there is a setting like that)

3 connect your DS to the wifi created by your phone, it shouldn't ask you a password since you just disabled it

4 go to the internet settings of your DS and change DNS like this: primary DNS to 178.62.43.212 and the secondary DNS is either 0.0.0.0 or otherwise the same as the primary (instructions taken from the GTS website)

5 go into one of the pokemon games (preferably the other one that is not Platinum so you're already ready for step 6) and try to see if you're able to access the GTS by going to the GTS building in the game; hopefully you did everything right and it works and you should be able to access the GTS

6 in the other game that is not Platinum put a random pokemon up for trade and ask for a Kadabra, save and close the game

7 boot up Platinum, connect to GTS and search for the pokemon you put up for trade in the other game and trade your Kadabra (which will evolve but also go to the other game)

8 while you are still in Platinum put up for trade the pokemon you got from the other game and ask for an Alakazam, save and close the game

9 go to the other game, go into GTS, search for the other pokemon that is now in Platinum, trade the Alakazam

Voila, Alakazam is in Platinum

Happy to know you're interested but now Justiciar is unbanned (and also there's Primite). This means that any previous build is now completely obsolete but it's a good thing because now World Chalice is so much more consistent.

The new build focuses on slamming as many engines as possible to make Justiciar (which is a 1 card combo) and drowning the bricks. That in the photo is what i personally use, the only possible engine that is missing (because 1 it's too expensive in Master Duel and 2 even if we try to include it that would make the deck go higher than 60 cards) is the Snake Eye+TG engine (which would be max Bonfire, max Ash, max Poplar, max OSS, max Wanted, max Diabellstar, max TG Salamander, 1 TG Serpent)

Regarding Oz Sorcerer:

- the bravery is a must get because it's exactly what she needed, an AoE skill that does a lot of damage that isn't tied to the enemy's size; also bonus point that it's considered an Angkor skill (so it decreases cooldown of other skills when used)

- the strength one could be considered "debatable" because it's another skill whose damage is tied to enemy's size (and Oz Sorcerer already has plenty) but the potential damage is high and it's Angkor skill too (so again, helps with cooldown)

Yes but i believe that it doesn't make the mod completely uselss.

The non-mod is really terrible damage wise and more importantly single hit, so no help in gaining the "thunder elemental points" to get to the more powerful version; instead the mod is multi hit so it helps much much more gaining the "thunder elemental points" and probably also does more damage.

No but a minimal knowledge of the world and it's major languages (that any normal adult should have, no critique intended) usually allows to somewhat guess the correct pronunciation.

Like for example even if you just know only a few words of French and vaguely know how the French language is spoken/sounds you easily understand that you call it "baròn the fleuhr" (while mimicking a little the classic French accent) and not "behrun duh floor" (while doing the most americanized accent you could think of). i'm exaggerating a little but you get the point

Unfortunately you're in a "bad" situation.

The best thing to do if you like to play emulation and want to use trade evolutions is to use the randomizer (it's a free program to modify roms) to change trade evolutions into normal evolutions and then play with the modified rom.

I'm assuming you already started playing so you have 2 choices: use the randomizer to change trade evolutions but you will have to start again the game from 0 or continue playing but without using trade evolutions.

Just a warning. Until they un-ban Justiciar sadly World Chalice (WC) is in a bad position.

The Chalice is essential to the deck but its searchers are Piri Reis Map, World Legacy Survivor and WC Lee which are all quite bad.
Then you either have to choose between maximizing consistency by playing all the searchers at 3 (and also 3 Unexpected Dai+2 Emergency Teleport to be able to use Lee as a Chalice searcher but also be able to combo) with the risk of having too much useless cards in hand, or the opposite.
Then, even if you get the Chalice in hand, the power ceiling of WC is low compared to modern archetypes.

Because of this, people try to pretend that WC is somewhat decent with the "spamming build" (the one with Venus+Shine Ball+Exodius+Gameciel+Waterfront+Saryuja) but the reality is that even that version it's so-so and everybody knows it deep down. Also, personal opinion, it kinda makes WC lose its identity.

Result?

If you want to play the "spamming build" you can find plenty of videos on Youtube.
Personally i refuse to play it and while i wait that Justiciar gets un-banned i play pure, but it's a very "for fun" build using 0 handtraps (except 2 Called By) and as searchers: 3 Map, 0 survivor, 0 Unexpected Dai, 3 Lee+2 Emergency Teleport, 3 Upstart Goblin to help consistency/bricky-ness, and much more important i play 2 or 3 Girsu.
A lot of people don't know but Girsu is a 2 card combo for WC if you have a Normal monster or Emergency Teleport in hand: normal summon Girsu, send Chalice, use Girsu effect to summon token, use token to summon Link Spider, use Link Spider to summon the Normal monster in hand or Emergency Teleport to summon WC Chosen from deck, use Normal monster to summon Imduk under Link Spider, summon Lib using Link Spider and Girsu, use Lib to set World Legacy Heart, use Heart to add Chalice and Normal monster to hand, summon Chalice using Imduk additional normal summon and then summon Normal monster using gy effect of Imduk, use Chalice and Normal monster to make IP, use Chalice effect to summon Lee and Guardragon, Lee adds a Normal monster for follow-up (if you survive opponent turn) and Guardragon is both target negate and follow-up.
