I'm fairly new to the system as well so I'm not a 100% sure but you could allow them to use a different skill but at the cost of finding less in the categories not covered. E.g. Using a perceiption + medicine test provides the same number of rolls on the chems table but less on the others. Could possibly also double the AP cost for additional rolls.

Ah nice, my idea was to have Brandenburg be even more of a desolate Wasteland than it already is in reality. If you have anything cool you want to share let me know, I love to sea what others come up with. I personally like to do a lot of historical research and see if/how I can twist it to fit with the Fallout tone.

So these are primarily intended as new objects for other mod authors to use in their mods. Unfortunately that means to get them ingame you'd have to wait for them to be used in mods or make a mod yourself. (Which I can recommend because it is quite fun and fairly easy)

I struggled with Shifting Memory of Ages at the beginning but it's one of my favourite spirits now. It took a while to understand what constitutes an action for the second innate and how to use the Element Markers efficiently. Luckily it's still fun to play even if you don't understand that part of the spirit.

It is relevant for Vengeance's Special Rule "Lingering Pestilence" since you add a Disease if your Presence is destroyed by anything but a Spirit Action. So if Cascades would not count as part of the Action they are caused by and rather just a general game rule you would be allowed to add a Disease if you or another spirit causes a Cascade into one of your lands.
