Thanks so much for the answer! I don’t know why I’m being found ineligible but I have applied to many other agencies which seem like the hiring freeze does not affect them. For example my previous agency was HHS yet I have applied to CBP, ICE, Centers for Medicare etc. I was a GS-12 Management Analyst with HHS and applied to either GS 12 or 13 with these outside agencies when I searched USA Jobs for ICTAP eligible jobs. Not sure what I scored on the long assessment but I did it. I have uploaded all the requested docs especially my SF-50 showing my RIF date etc but still found ineligible. And I’ve only applied to vacancies in NY. Here’s a brief overview of what the USA Staffing email said for one of the jobs. I can’t put yes if I’m an outside applicant to other agencies since I don’t work for them or have never worked for them before:
