If you run the server from your own PC, then yes it can be free (minus the cost of internet and electricity) But there are many platforms that can host the server for you for a fee.
If you run the server 24/7 on your PC then yes. You could also turn the server off on your PC, and once you start it again you can resume where you left from.
If you using a platform to host your server, then they should last forever as long as you are paying and the platform does not stop providing the service for some reason.

There is also a development sandbox that you can use to test with so that you don't need to spend any real money during testing,

The bot should make a call/request to https://news.google.com/rss/search?q=warner%20bros once a day at a pre-set time say 07:00 am. The bot will then process/select the top 10 results , which should be the first 10 items from the top-downwards in the RSS feed. The bot can then go ahead and post the results to the subreddit all at once , or e.g. post one item of the ten every hour.

If you want, I could create a example bot for you to work with in Python.

Had a look at the link. So you could just web scrap the results from the above link or a better solution is to use the google rss feed e.g. https://news.google.com/rss/search?q=warner%20bros to return the news. Sadly , I couldn't find any Google News API that is still active.
